Matt Burtell

Matthew Burtell is an AI expert with interests spanning national security, China competition, energy, industrial policy, and generally making it easier for entrepreneurs to build great things.

Most recently, Matthew was a researcher at Georgetown University's Center for Security and Emerging Technology. There, he helped policymakers understand advanced AI systems, breaking down the mechanics of technologies like ChatGPT. His work included publishing in Lawfare on AI procurement, co-authoring a report on military AI decision systems, and evaluating technical AI research grants.

Matthew's path to policy work began in the Navy, where he managed critical computer networks aboard the USS Ronald Reagan in the Pacific. Building on this foundation of hands-on technical experience, he went on to study Computer Science and Mathematics at Yale, where he co-authored research on AI reasoning, AI persuasion, and trends in AI development.
