The Congressional Digital Service Fellowship

The COVID-19 pandemic transformed Congress into a remote and virtual institution literally overnight. Capitol Hill was not prepared for the moment and had to confront a number of urgent digital challenges.

In Spring 2020 we recruited a small collaborative tech team for a ten month fellowship to help Congress manage the critical moment.

As this was a one-time program, we do not expect to have another class of digital service fellows.

Our ultimate goal was to build proof-of-concept for a Congressional Digital Service. We are thrilled that in early 2022
the House of Representatives announced it would be creating a House Digital Service.

This historic team and office is the first digital service in a legislature in the United States. We are proud to have played a catalytic part in its creation.

At the end of the fellowship, our Digital Service Fellows participated in a panel discussing their work. Learn more here.

Additionally, our Congressional Digital Service fellows authored the Congressional Digital Service Pilot Report. This report represents a collaborative effort and provides the background of the Congressional Digital Service pilot and the conditions under which it was launched.
