Katherine Jin is a policy advisor and organizer with experience in AI regulation, data privacy, biosecurity, and digital equity. She most recently served on Mayor Mamdani’s Technology Transition Committee, advising on restructuring New York City’s technology governance and digital equity strategy. She has also served as technical policy advisor to New York State Senator Kristen Gonzalez, where she led technical policy development across multiple legislative packages including the New York Privacy Act, comprehensive AI governance legislation, and data broker regulation. In this role, she provided technical guidance on algorithmic discrimination protections, biometric surveillance restrictions, automated employment decision tools regulation, and data center regulation. As an organizer, Katherine has engaged with technology policy issues across New York City, including environmental justice advocacy around data centers, digital rights and surveillance, and advising elected officials on municipal broadband and digital services policy.

For over a decade, Katherine served as co-founder and Chief Technology Officer of Kinnos Inc., a biotech company that raised over $25M and deployed novel infection control technologies to empower people to protect themselves from life-threatening infections. She led implementation of a USAID Fighting Ebola Grand Challenge grant, partnering with Médecins Sans Frontières, International Medical Corps, and the World Health Organization to protect healthcare workers during global outbreaks. She managed technology operations including research and development, manufacturing, and regulatory compliance, resulting in 50+ issued patents, 10 peer-reviewed papers, and deployment in dozens of hospitals across North America.

Katherine studied Biology and Computer Science at Columbia University.
