Chris “sparky” pisani

Chris Pisani is a national security practitioner focused on AI governance, cybersecurity, and emerging technology systems with national security implications. He brings experience from the National Security Agency and U.S. Cyber Command where he supported senior leaders in managing operational risk across sensitive interagency missions. He holds an active TS/SCI with polygraph clearance.

As a TechCongress Fellow, he seeks to assist the U.S. Senate in governing AI technologies before they become irreversible infrastructure with unclear accountability. His work emphasizes translating technical risk into oversight mechanisms, funding controls, and durable institutional frameworks that preserve Congressional authority and reduce systemic risk.

Chris is a doctoral candidate in computer science and holds degrees from the U.S. Naval Academy and the Naval Postgraduate School.
