About TechCongress
TechCongress is a nonpartisan nonprofit that places technologists in Congress and state legislatures as fellows, building the technical expertise our democratic institutions need to govern AI, digital infrastructure, and emerging technology. Over 11 years, we have placed more than 146 fellows in offices across both parties, including those of Speaker Emeritus Nancy Pelosi, Senator John Thune, and the Senate Intelligence Committee. 31 have been hired into full-time congressional staff roles. We are now expanding that model to state legislatures across the country.
We have a small, high-trust team that operates with low ego, high accountability, and a commitment to public service. We believe that clear is kind, that everyone does everything, and that our fellows and staff deserve an organization that models the values it asks of them.
THE INTERNSHIP
TechCongress seeks a Communications Intern for the winter/spring 2027 term, starting in early January and running through mid-May. You should have an interest in learning about and improving Congress or technology policy.
This is a hybrid internship, with at least two days a week in our Washington, D.C. office. You must be based in the D.C. metropolitan area (D.C., MD, VA) for the duration of the internship.
The internship pays $20/hour, and you will report to the Communications Manager.
Tasks & Responsibilities
You'll be a core member of our Communications Team, working on projects that shape how our audiences, from Congress and the tech sector to state legislatures and the general public, understand the role of technology talent in policymaking.
Tell our fellows' stories. Draft fact sheets, blog posts, social media campaigns, and press materials that show how fellows' technical expertise changed legislative outcomes.
Own our monthly jobs newsletter. Produce each edition of Policy Opportunities for Technologists: source tech policy and public interest technology roles from our network and public job boards, write listing summaries, and build and send the edition in MailChimp.
Support our branding. TechCongress is building its first-ever brand guide! Implement our new branding elements and ensure that all TechCongress materials reflect brand guidelines.
Document our impact. Own our systems for collecting fellowship impact data, and keep our fellow accomplishments and press coverage records current. Learn our Google Drive structure and retrieve data for materials and reporting.
Shape our digital presence. Propose, draft, and publish website content. Plan and run campaigns on LinkedIn, X, and Bluesky, maintain our content calendar, and analyze engagement data to refine our strategy.
Support core programming. Internally, help execute our 2027 fellow orientation and 2028 recruitment events. Externally, support high-level panels, webinars, and in-person networking events that connect technologists and share our learnings.
Contribute to strategy. Analyze communications performance, pitch content ideas, and recommend ways to reach target audiences.
You'll also have opportunities to author or co-author published content, plus access to tech policy events and programming.

Strong writing skills, with the ability to adapt tone and complexity for different audiences.
Self-direction and project ownership. You can take an assignment from concept to completion.
