Dhruv Kathuria
Dhruv Kathuria is a technologist passionate about improving governance through the responsible use of technology. With experience spanning Trust and Safety, privacy, and public-sector technology procurement, Dhruv aims to bridge the gap between technical innovation and effective policymaking. His policy interests include data privacy, ethical AI governance, and supporting government modernization through the adoption of impactful technologies.
Most recently, Dhruv was a Senior Engineer at Pavilion, a Series A startup, where he built technology to modernize government procurement processes. Prior to that, he worked on the Trust & Safety team at Nextdoor, focusing on CSAM reporting, media annotations, and developing tools to combat harmful content. Dhruv’s foray into entrepreneurship and building privacy-focused tools motivated his transition to policy, as he aspired to influence the legislative frameworks shaping technology.
Dhruv holds a B.S. in Electrical Engineering and Computer Science from UC Berkeley. Outside of work, he volunteers with the Legal Advice and Referral Clinic (LARC) through the SF Bar, and enjoys cooking, cycling, and hiking. He is passionate about policy issues related to digital privacy and believes policy can drive ethical technology development and responsible innovation.
