We’re excited to announce that TechCongress’ 2026 Congressional Innovation Fellows have been placed in personal offices and committees across the House and Senate.
As our 16th cohort, this group of 15 technologists represents a diverse range of disciplines and backgrounds, from defense technology and data science to climate resilience and government modernization. After a comprehensive orientation designed to build a foundational understanding of Congress, these fellows have begun their terms on the Hill. Fellows will advise their offices on a host of tech policy areas and adjacent issues, including artificial intelligence, emerging technologies, cybersecurity, data privacy, export controls, and energy policy.

Alexander Koch is a Congressional Innovation Fellow serving with the House Committee on Foreign Affairs (HFAC) Majority Staff, where he is working on export controls and semiconductor policy.
Daniel Reichert is a Senior Congressional Innovation Fellow serving with Sen. Ron Wyden (D-OR), where he is working on data privacy, cybersecurity, and consumer protection.
Elizabeth Merrigan is a Congressional Innovation Fellow serving with Sen. Brian Schatz (D-HI), where she is working on AI governance, online safety, data privacy, and Senate modernization.
Evan Straka is a Senior Congressional Innovation Fellow serving with Sen. Mark Warner (D-VA), where he is working on AI and the future of work, government performance, and supporting the development of AI-augmented workflows to improve how staffers research, track, and process information.
Hope Mango is a Senior Congressional Innovation Fellow serving with the House Select Committee on the Strategic Competition Between the United States and the Chinese Communist Party (Select Committee on China) Majority Staff, where she is working on AI, semiconductor policy, quantum, and robotics.
Indri Adisoemarta is a Senior Congressional Innovation Fellow serving with Rep. Doris Matsui (D-CA-07), where she is working on energy, environment, and technology policy.
Jeremy Yu is a Congressional Innovation Fellow serving with Rep. Julie Fedorchak (R-ND-At-Large), where he is working on AI and energy, including transmission policy, permitting and regulatory reform, and data center infrastructure.
Katherine Jin is a Senior Congressional Innovation Fellow serving with Rep. Alexandria Ocasio-Cortez (D-NY-14), where she is working on emerging technology (including data centers, privacy, and AI regulatory policy) as well as AI use and ethics, automation and the future of work, and data privacy.
Kent Keil is a Senior Congressional Innovation Fellow serving with Sen. Mike Rounds (R-SD), where he is working on emerging technologies, including AI, data, quantum, and workforce policy.
La Chiara Landrum is a Senior Congressional Innovation Fellow serving with the House Appropriations Committee, where she is helping improve tracking and efficiency during public full committee proceedings and broader committee modernization efforts.
Matthew McMillan is a Congressional Innovation Fellow serving with Rep. Lori Trahan (D-MA-03), where he is working on consumer protection with a focus on privacy.
Nate Owens is a Congressional Innovation Fellow serving with Sen. Eric Schmitt (R-MO), where he is working on AI and emerging technologies for national security.
Rae Moar is a Congressional Innovation Fellow serving with the House Oversight and Government Reform Committee Minority Staff, where she is working on federal technology oversight, including artificial intelligence, data privacy, cybersecurity, and efforts to modernize government digital infrastructure.
Stephen Duraiswamy is a Congressional Innovation Fellow serving with Rep. Matt Van Epps (R-TN-07), where he is working on science, space, and tech (including dual-use, Space Force, and critical infrastructure), cybersecurity, energy and natural resources, environment, financial services and trade, and education.
Yalini Prabhakaran is a Congressional Innovation Fellow serving with the House Judiciary Committee Minority Staff, where she is working on AI, IP, antitrust, and surveillance (including AI use and ethics), and antitrust.
